You can use NinjaTrader's ZigZag or one of the improved other ZigZag indicaitors available here, such as ZigZagUTC and ZigZag_Sam_02.
As far as I know the NinjaTrader default ZigZag indicator has the highs and lows exposed, so you can access them via a strategy. Would just need to add some draw objects.
You just need to call those ZigZagDots or ZigZagWave series, then scan the last n values and find out, which of those values contains the data that you need.
Or just ask Sam, whether he can modify the indicator by adding a few data series objects to expose the last and the second but the last high and low for each value of the Input Series.

As far as I remember, the ZigZag indicator I use to add stuff was not correctly wrote, and I didn't spent time to modify it's main logic.
