Does any body know why jqs.exe (Java QuickStart) initiates I/O processes every 30 seconds, see screenshot below?

It's Java Quick Starter, which is supposed to enhance response time when Applets and other Java applications starts.
You can disable it, in the Java Control Panel.

Just wonder why this thing is so nervous and whether it is supposed to show that behaviour. It takes about 11 MB of RAM, not so bad, but why is it permanently triggering I/O Bytes?

Sorry, I didn't read carefully your question, and didn't understand it.
Hard to say why it's so "nervous", without the source code, maybe it's writing a small log file somewhere every 30 secs.
Anyway, it won't take more than 20mb, their is no jqs.exe pour Vista/Seven, so it's not a big problem, IMHO.
