Question about VolumeProfile indicator

Hi
I read source code of VolumeProfile indicator and i show a piece of code below:
if (price >= e.Ask)
volumeInfoItem.up += volume;
else if (price <= e.Bid)
volumeInfoItem.down += volume;
else
volumeInfoItem.neutral += volume;

what i can not understand is the last line code. is it possible price could be between e.Ask and e.Bid? if so then is there anyone could describe the scenario that cause price is between e.Ask and e.Bid ?

Say
Ask is 13.68
Bid is 13.62

Price is at 13.70 - will trigger the up
Price is at 13.65 - will trigger the neutral
Price is at 13.60 - will trigger the down

Hi,

How many bars should you look back to on Volume Profile? I use the 30min and 2min mainly.

I often feel that levels beyond 1000 bars are still relevant. How many bars do you look back to?
