Margin on Ninja Trader Brokerage question

For the " ES " the Initial Margin is 13,200. The Maintenance Margin is 12,000. Intraday margin I get, and it's 500. But does the Initial Margin mean you have to have that much in your account at all times? I had some margin calls and I'm not sure I understand why. No one knows the answer to this?
