Hey guys... hoping that I can get some help from people that are more gaming savvy than myself. In between the shop, trading, and all the other shit going on around here, I like to have a little fun on the side blowing things up and generally being a digital hooligan. Previously I would just fall back to the PlayStation or whatever, but I figured the PC I built five years ago would handle just about anything I could throw at it with a few upgrades... so I put in a nice midrange graphics card and a new PSU thinking those were the only things that were holding me back.
WRONG! I've been playing older titles... specifically GTA V and Fallout 4... and am getting atrocious frame rates with lots of stuttering. This is on a fresh installation of Windows 1903, build 18362.30. Games are played through Steam. Latest drivers for the GPU. Everything is as it came from the factory, no overclocking or tweaks/mods to hardware or software.
From what I've seen, this setup should be pushing 70-80 FPS on GTA V with settings nearly maxed out... and yet I'm only seeing 30-40 FPS with everything turned down to the lowest settings. Not unplayable but certainly not immersive. Fallout 4 is a bit better, but still nowhere near what it should be. In GTA V, CPU usage is maybe 20% max, and GPU is around 6-8%.
The strange thing is that it stutters even when there's not much happening... just sitting still and not even interacting with the game. I'm really lost at this point as to what the bottleneck may be, hoping that someone with more knowledge and experience in this area might be able to help point me in the right direction. As it sits, I have some decent money invested in this upgrade and am getting no love. I'm no PC guru but know my way around enough to get into trouble LOL, so would appreciate any guidance or advice!
Have you checked to see what FPS other users are getting on the same games?
Also, you may want to do a benchmark test on your system.
Something like Unigine Heaven (I'm not sure that is correct spelling).
Or other CPU testing software. The best one slips my memory I will try to look it up and edit this post

A few ideas that came to mind. Maybe try checking your power configuration settings(usually by clicking the battery or plugged-in icon of the lower-right taskbar notification icons then select->More power options). Make sure it's not set to "balanced" for the plug-in to AC state. In the advanced options, you can check the plugged in option for cpu use is set to 100%
Another idea is checking the startup items. (ctlr-alt-delete, select task manager->startup tab) where you can disable some programs that may not be necessary on startup running the background.
Also, maybe check the nvidia or other control panel settings for the particular game to make sure the game is running on the nvidia card, and not a motherboard intel integrated graphics.
Try e.g. HWinfo64 ( https://www.hwinfo.com/download/ ; free) and
let it run in the background while you are gaming. After 10-15mins of GTA5, check the HWinfo sensor states - esp excluding
overheating of any component, thermal throttling, or the like.
FWIW: You didn't mention the screen resolution that you are using. So, just for the case: With a 1660 Ti 70-80fps FHD are
normal with GTA5, but above that or with all details and effects on, you shouldn't expect wonders ...
P.S.: Also check RAM and GPU memory usage in HWinfo in order to make sure that neither was maxed out during the game.
Well I've discovered at least one hardware problem; my CPU temps are very high, 96-100*c even while just sitting and idling. Thermal throttling kicks in around 95*c; from what I've read, CPU temps should be around ~15*c above ambient while idling (~36*c here)... so the next step is to figure out why it's running so hot.
I've switched back to balanced power management, CPU usage is only at 15%, fan is working fine... so time to dig a little deeper and see what's up. I even put a small house fan on it and the temps stay the same. I think I need to pull the MOBO and make sure the CPU fan is installed correctly.
Thanks for all the pointers guys... every other aspect of the system is not even close to being taxed. I'll report back with what I find... and learning a lot in the process.
