How does one receive calls to a virtual phone number on a wi-fi phone (or dual-mode phone)?

Does the phone allow you to have skype ? (philips had a wifi phone with skype build-in)
then you can take a premium skype and have a land-line assigned to your skype account

I am planing to buy the phone.
I don't want to go through a third party like skype (mircosoft) or google.
I was planing to buy a phone and an virtual number.
