Hi, I am looking for an online scanner that can give me the new low of the day bar.

Of course one can use Ninjatrader, etc. but then we are talking about big costs if scanning large set of symbols. So hoping for an online service, where cost can be contained.

Do you want realtime or is past ok ?

Yahoo has an Api you can use to get price info but it might be 15 minutes behind, Here is an example.

https://finance.yahoo.com/d/quotes.csv?s=RHT+MSFT&f=sb2b3jk
Which in this case, returns:

"RHT",15.50,14.74,7.50,24.84
"MSFT",19.62,19.58,17.50,35.00

You would need to build something to track lows and highs, or maybe the api has a call, get low/high for last year, and if it is today, you can be alerted or something like that.
