Whether an indicator repaints or not depends on the code of the indicator.
If you have a repainting indicator, you need to find out why and under which conditions it repaints. In some cases it is simply bad code, in other cases it is the idea of a vendor, who wants to fit the past to the actual outcome.
In some cases repainting is necessary to overcome the limitations of a software package.
In case that an indicator repaints, you cannot change that behaviour. You need to use a different indicator.
MetaTrader is a server/client platform with the server installed with the broker and the clients installed with the customers.
MetaTrader can be used for trading FOREX and CFDs. Typically the customer enters into a contractual agreement with the broker, who also provides the data.
I have not heard so far that MetaTrader is seriously used by anyone who trades stocks or futures.
