Let me give you an example of this forum, and other research I've done in this area. Site owners value "clicks", or traffic. Google did a study a while back that basically showed that there is a direct connection in the number of increased clicks/traffic to the speed of the site.

For example, if futures.io (formerly BMT) was twice as fast tomorrow (page loads, etc) than it is today, then I might see a noticeable jump in overall site traffic - because people are willing to spend the same amount of time on the site, but they get to see more content if the site is faster.

Also, the faster site is a more enjoyable experience, lending people to use it more.

So today if people can't do something with their slow internet connection, but tomorrow that internet connection is now significantly faster and they discover all the new things they can do, they are likely to use them.

This would spell trouble for the backbone carriers, to be able to deal with that kind of increased traffic in a short amount of time.
