FTC has no jurisdiction over other countries especially if the target audience is outside the US which tends to be for Binaries.
However, they work with equivalent authorities in these countries and there is a cross cooperation.
I believe that in Bulgaria it's "Commission for Trade and Consumer Protection"
Sadly, I think that many countries do not have the mature legal system which is established here (USA), neither do they have the public resources to fight such ventures. In the end, just use your common sense.
