I don't think he's HFT in the strict sense of the term, but rather a discretionary scalper.
To answer Incometrade -- Paul Rotter aka "The Flipper" is a bond scalper from Europe who granted an interview about 6 years ago (archived on the Trading Naked website) that made him the Keyser Söze of the internet trading world. Just recently he granted another interview here:

The flipper is famous... or rather infamous. How much of a bad-ass do you have to be that the pros on the floor can feel your influence... and they whine about it?
I read that he used to to around 10% of the daily volume in bunds or something crazy, might have been the first guy to use spoofing to get his orders filled, I think he has his own hedge fund now.
Understanding yourself is just as important as understanding markets.
