NASDAQ halted August 22 2013

Trading halted on Nasdaq, stocks rise slightly | Reuters

Market Breaks Again: NASDAQ Halts Listed Securities, Options Trading | Zero Hedge

Quoting
(Reuters) - Trading was halted on the Nasdaq stock exchange on Thursday because of technical problems while U.S. stocks rose slightly.

All traffic through Nasdaq stopped at 12:14 p.m. EDT, the exchange said on its website, adding that trading in all Nasdaq-listed shares would be halted until further notice.

The Securities and Exchange Commission said it was monitoring the situation, while Nasdaq, owned by NASDAQ OMX Group (NDAQ.O), urged securities firms to route all their trades elsewhere.

"We're in the moment of unknown right now. We see bumps (in trading) often, but they're usual brief and rarely this broad based," said Frank Davis, director of sales and trading at LEK Securities in New York. "We're trying to figure out when things will get cleaned up."

Update 2 - 12:59:29 ET:

NASDAQ intends to re-open trading in all Tape C securities with a halt
cross with a 5-minute quote only period starting at a time to be
determined. NASDAQ will not be cancelling open orders on the
book. Customers who wish to cancel their orders may do so and any
customer who wishes to not participate in the re-opening should cancel
their orders prior to the resumption of trading. Additionally, NASDAQ
will clear all stale quotes from the UTP SIP prior to the commencement
of trading.
Update - 12:40:40 ET:

NASDAQ Options Market (PHLX, NOM and BX Options) System Update:

Due to the ongoing equity SIP issue NASDAQ (PHLX, NOM and BX Options)reccommends that firms route all open orders away. If firms need assistance with cancling orders please contact Market Operations at 215-496-1571.
First it was BATS self-helping against NYSE Arca, now it's Nasdaq's turn to break. Joking aside, AAPL dipped below $500 literally minutes before the NASDAQ broke. We joked earlier when we said any selling is enough to break the market. Now, we are not so sure...

And... We Reopen | Zero Hedge

The NBBO Breaks: AAPL Offers Are Below Bids | Zero Hedge

The Nasdaq was so desperate to rush and "fix" itself, somehow in the process it forgot all about the NBBO and that the bid has to be below the ask price.

And Now The NYSE Breaks: NASDAQ HAS DECLARED SELF HELP AGAINST NYSE ARCA | Zero Hedge

Quoting
Wondering why the ES is soaring? Because the NYSE just broke too.

NASDAQ HAS DECLARED SELF HELP AGAINST NYSE ARCA (ARCA)
NASDAQ DECLARES SELF HELP AGAINST NYSE ARCA AS/OF 15:26:42 E.T
NYSE ARCA HAVING DIFFICULTY PROCESSING OUTBOUND TAPE C QUOTES
And BATS too:

BATS HAS DECLARED SELF-HELP AGAINST ANOTHER MARKET CENTER
BATS SAYS ROUTING TO NYSE ARCA HAS BEEN SUSPENDED AS OF 15:39
An absolute circus meant only to preserve confidence in a rigged, manipulated system based on incorrect electronic trades.
