Yes all this is true.
But I saw many times the market move a lot more tan 2 ticks.
some time we saw 2 or more points.

Hank is a very personable guy. I subscribed for one month as I found it interesting. They have higher services/fees. DTN/IQ is a PREM provider, that is why he likes them. It is one of if not the best data feeds. The PREM is an arbitrage trade SPY/ES. When the PREM is up the ES follows until it doesn't. It does lead the ES at times. I have not taken his course but the daily market patterns are pretty girls in bikinis and their posture is supposed to tell you what the market for the day might do as per program trading. Really pretty funny and some fine latin ladies. HFT alerts in San Fran is far more fascinating and probably more attuned to a day trader. I use price action and MA's TL's for day trading. The rest is a lot of live screen time. Experience.

I am an independent advisor and started my own RIA back in 2011. I primarily trade SPX options and have been extremely successful in doing it. However, I have pretty much hit a plateau as far as knowledge.

Would be great if you share the knowledge on SPX options trading! It's tough to pick direction in this whipsaw market and selling puts is way too boring and not that profitable.
