You could use Traceroute to check how long it takes from your computer to the Rithmic server.

So far as i know the rithmic own Plattform R|Trader has built in latency data. You can search for them.

Ping Plotter have a nice free program that not only tells you your latency but also has a nice graphic interface that lets you see exactly where the latency is coming from.
