Sierra Alert when Superimposed Alert Changes from Previous

In the Attached Range Bar Chart, I have superimposed vertical lines in Region 2 that either has a Yellow or Red Background.

The vertical line indicates the last value of a bar from a separate Renko chart (thRenko Chart generally uses less bars than the attached Range Bar chart aka Renko has a 'higher time frame').

Arrow 1 indicates the last Up Renko Bar in an up series (as indicated by the Yellow Strip in Region 2 of the attached chart) before changing down as indicated by Arrow 2 (that is the first such vertical line in the Red Strip in Region 2).

Arrow 3 is the first Down Bar after the appearance of the Vertical Line at Arrow 2. The bar I wish to identify could be 1-15 bars from the Vertical Line at Arrow 2.

I'd like to have an alert (either as a Color Bar Alert or that in a Spreadsheet) that tells me when the first vertical line appears in a Red Section after a Yellow Section.

During the time the background in Region 2 stays the same color, there could be more vertical lines. I'm only interested in the first one that occurs after the background color in Region 2 changes.

At the risk of overstating the situation, Identifying a vertical line that is different (Up or Down) from the previous vertical line is the Setup Bar (Arrow 2) with the Signal Bar (or Trigger Bar) (Arrow 3) being the next bar going in the direction of the latest Vertical Line.

Can this be done? If so, could a nudge in the right direction be offered.
