I think you could get people to stick to the format. Something you could include in the "Chatbox rules" link you have. If not the # sign, maybe $ sign. like $CL or $YM.

Maybe add some audible cues. Like if someone is specifically referenced with using the @ sign, a bell rings or some other noise is made for that user.
