CQG offer access to there API for a additional fee, I start the socket connection Via Python using CQG API...

Exchange spreads are charged both legs for exchange fees. Commission is based on your broker. Fyi, I don't know of a broker that does not charge for both legs.

Calculation:
(((2*Gasoline)*42) + (Heating Oil * 42) - (3*Crude WTI))/3

I did already, keep in mind the way Ninjatrader...

I did already, keep in mind the way Ninjatrader will only do the forward month for some reason. so right now you can only do the 04/15 and 04/16 yearly cal spread.
