Edit the text of the download to include a 'changelog' of sorts, at minimum just clearly show the date of the new version so people can quickly tell if they want to download the new version or not.

There is not a way to disable indicator email...
There is not a way to disable indicator email notifications, and still be active on the forum, unless you disable all emails from the administrator (an option in options group in usercp).
