Actually my own account is new (2012) and empty. I try to solve this also because friends start to settle in Andorra and some run internet businesses. The banking payment terminals from andorran banks are cheaper than PayPal but there's something about confidence and ease of use from having PayPal set for customers nowadays.
Opening a EU bank account to receive withdrawals should be solved but I think the main problem is that you should create a PayPal account from the country where you live and handle appropriate documents unless it won't work ?

What about forgetting about PayPal all together what about using a system where the client pays by money order and when you receive it you send the goods.
Perhaps you can accept credit card numbers and get the money through them.
In the old pre-internet days forwarding the money by money order to the manufacturer was very common.
I was working with a few Andora based merchants to accept credit card payments,
but none of them have been accepted by european acquirers
However it should be possible, all European countries are allowed, i have customers
in Slovenia and other eastern European countries, most of the customers are Benelux
as this is the area i look after...

Postal money orders, checks, wire transfers, bitcoins could do the trick but there's something more practical, quick and "secure" about either PayPal or credit card payments it seems thanks for the brainstorming.

I was looking on the internet for some solutions as I live in Andorra and our country is still not available on Paypal. I'm considering opening an US account which seems to be the best solution to withdraw money to an US Account before withdraw it to an account located in Andorra. (Citiback, Barclays etc look nice and does have branches in France and Spain)
