As far as I know the license is transferable. As long as you have the USB hardware security key you can run it on your machine, and with a username & password you can download the latest versions etc from the Tickquest website. (I will supply those if you decide to buy it)
I you are at all concerned, you could check with Tickquest to make sure it's all OK to transfer.
