Yes, you can create an indicator that for rescaling uses min/max scaling. I cover a few different rescaling and normalization functions in one post on my blog. Common indicators like CCI might be worth looking at and suffice to meet your needs, as well. Rescaling or normalization tends to create a compression effect. You might also look at MACD.
