Its a somewhat generic question , but i will give it a shot:
an xml file is a textfile, so you can open it in any texteditor, like notepad. It will be easier to view and edit if you use an editor displaying syntax highlighting for xml - and possible other editing and viewing features for xml (for example a tree view). There are numerous free and commerical xml-editors to download for any platform - but if you need something simple you can try xmlnotepad.
