always on top in NT 7

is there a way to make the setting of 'always on top' to be only 'always on top' of other NT windows and not other windows of programs im running on my computer?
here is how i have it setup, the 3 windows(DOM , T&S , and POT indicator chart) i want to be on top of the NT chart:
and when i pull up mIRC those windows are still on top.. i know that this is normally not possible in windows, always on top means always on top, but i know theres always a way around everything so maybe its possible..

ya mike ive looked around at that sutff but havnt come up with anything that does what i need yet.. i requested a feature on the NT forums too.. also i have a guys thats working on programming something up from the neowin forums so ill see what i can come up with..

because those options dont allow me to suggest which windows i want certain windows to be always on top of.. dunno if that makes sense..
btw, what about a futures.io (formerly BMT ) IRC channel?
