I was just wondering if anyone knows if it is possible to get one strategy to be able to manage another stragies LIVE position. I was thinking there might be some sort of way to do it using a ATM.

I think the way to do it is to use a static variable, class, etc. A static can only have one instance, which each strategy accesses. Note that you don't instantiate a static, but you declare it.
