That is true but I think people's perception has been one mainly of a European Union being unable to effectively deal with the problem of refugee immigration. This perception I think is palpable both in the UK and in the rest of Europe.
I'm no foreigh policy expert but if it was down to me as EU I would have heavily interacted with Middle Eastern governments especially in those countries people are fleeing from.
And I would have held discussions with them to influence their policies, because no action in that respect would mean that the EU gets influenced by this massive influx of people, that the EU has been unable to deal with.
