can someone please help answer this?? is 4.20 RT for TF an acceptable commission rate? around 30-60 cos/day? 120-240 in comm fees/day a bit steep?

If that is the total including exchange fees then it sounds pretty good to me.

If trading with Ninjatrader the current all in commission rate at velocity futures for up to 2499 contracts in a month is $3.82 USD per round trip. So your mentioned commission rate is comparable. When trading 60 contracts a day at 20 days a month there will be a difference of $456. So you can lower your commission costs if you are willing to change the broker.

It is acceptable to the broker, and to those customers of the broker who maintain accounts there.

This would seem to be a definitive answer to the question.

Velocity is about $3.82 for Ninja
Advantage and DDT are about $3.55 ~ $3.60 for volume on Ninja

Easiest thing to do is ask your broker for a lower rate, and they will often match another brokers price IF you are doing the volume. Brokers do know the commissions other brokers are charging, at least in Chicago.

When you are doing a certain amount of volume, you do have some leverage. There are other threads on this site talking about comms that are pretty helpful.
