Reportable Position Limit for ES

What does it mean that the reportable position limit for ES futures is 25 contracts? Does it mean that you can't have a larger position than 25 contracts? Or do you need a permission to open a larger position than the 25 limit?

Was surprised at the relatively low size for ES, should be 100 -

https://www.cmegroup.com/rulebook/files/position-limits-cme.xlsx

You can hold up to 100K ES (20K full SP), but positions above the report limit get some special attention
