Intrabarpersist and Historical tick data Question

I am a new tradestation user, and I am new to EL. I try to understand and verify how intrabarpersist works for Historical tick data. Below is the indicator code, the code is applied to a 500-tick chart using tradestation historical tick data. Nothing is plotted in the indicator subgraph, what's wrong?

Is it possible to compare time-sales data for the High and Low (real-time or historical) of a bar to determine which came first?
