Along with the significantly heavier big boys volume, the NY moves of course can be quick and trapping - those 2 traits are very rare during London CL session, thus it is 'safer.' ...
What do you mean by "quick and trapping"?

best time for ultra volatility is during inventories report. Obvi not for the faint of heart. Just keep the losses super small! plenty of opportunity during these announcements

I am going to start trading oil futures again, but before I head to the office.
Can anyone give me advice as to whether 3AM-6AM CST still works for scalpers /swing traders?

Whether these are still true now I don't know, but here's some advice from @Fat Tails from 2010:
"Trading Times for CL
A similar analysis can be quickly done for CL. Again the chart shows the hourly ranges for each weekday during the last 50 days.
Highest volatility is found on Wednesday between 10:00 AM and 11:00 AM EST . What a surprise! Here are further details:
Best Trading Times EST
- Monday 9:00 - 10:00
- Tuesday 9:00 - 10:00
- Wednesday 10:00 - 12:00
- Thurday 9:00 - 11:00
- Friday 8:00 - 10:00
So for all CL traders: Get up 1 hour early on Friday. If you take a day off, then it should be Monday or Tuesday.
Good Trading Times EST
- Monday 10:00 - 14:00
- Tuesday 10:00 - 15:00
- Wednesday 9:00 - 10:00
- Thursday 8:00 - 9:00, 11:00 - 15:00
- Friday 12:00 - 15:00
Bad Trading Times
- European Session
Avoid at All Cost
- Asian Session"
